Steeplegate Mall Redevelopment Back on Track, City Says

Concord’s Steeplegate Mall, near death and until this month seemingly without a future amid legal disputes with a major tenant, could have a path to recovery and redevelopment.

City Manager Tom Aspell told residents in his state of the city speech this month that a proposal by Massachusetts developer Onyx Partners to refashion the property with a new Costco location and 600 apartments “has returned,” the New Hampshire Union Leader reported.

Onyx had been embroiled in multiple with JCPenny, one of the mall’s few remaining tenants, that accused Onyx of violating the terms of the retailer’s 1989 lease. Allegedly, Onyx failed to work with JCPenny on developing the plans, which would not involve tearing down the retailer’s store but would likely involve significant disruptions on the site, including to the parking lot.

Aspell said he was told the lawsuits had been settled.

Onyx had earlier asked city officials for a one-year extension to the zoning variances it needed to make the development a reality.
