A major project planned for Portsmouth’s North End will not move forward, its developer says.

The Residences at North End Portsmouth failed to attract a supermarket-type tenant to replace Whole Foods, developer Chris Thompson told The Portsmouth Herald.

Whole Foods had pulled out after delays in the project caused by appeals filed by “a small group of people” caused a project with widespread support to fail, Thompson said. The project had received the go-ahead from the city Planning Board and Historical Commission in 2015.

The project, which would have been built in place of the parking lot across from the Sheraton Portsmouth Harborside Hotel, would have had a grocery store, conference center, boutique hotel, a public plaza and condominiums.
