Portsmouth developer Thomas Hamilton Balon Jr. is proposing a 19-unit apartment building on what was once the site of a controversial development in that city.
Balon pitched the 4-story structure in filings with city officials last month for a lot on the corner of Deer and Maplewood streets in the city’s North End. The lot was formerly owned by Deer Street Assoc., which fell into a dispute with city officials over parking on the site and a garage the developer had built for the city nearby.
Balon has also purchased the adjoining lot from Deer Street Assoc., the Portsmouth Herald reports.
The project will need zoning relief for height and historic district review.
